(1) Rule 5A. Based on the application submitted as per the following, the monitoring committee shall conduct necessary investigations and select a cooperative organization for the operation of the shop, one in each village development committee and one for every thirty thousand population in the municipal area.
(2) Any village development committee or In the case of a municipality, if more than one cooperative organization is applied for selection in the same area according to rule 5, the monitoring committee will choose the cooperative organization based on the following priorities:-
(a) Consumer cooperative organization, but when choosing from among the consumer cooperative organization, workers, farmers , consumer cooperatives run by women, Dalits and backward classes will be given priority.
(b) having the best business plan,
(c) Dalits and economically disadvantaged, backward tribals/tribals, women, squatters, young people and free workers and landless people,
(d) Shops in places that are accessible to more consumers. of operating conditions,
(e) the area of influence of the shop or the number of consumers is more,
(f) The number of consumers represented ward wise is more,
(g) Co-operatives have more investment in shops, and
(h) Having the ability to provide maximum service facilities to the public.
(3) When choosing a cooperative organization according to sub-rule (1), the monitoring committee shall give preference to the consumer cooperative organization under sub-rule (2).
(4) When choosing a cooperative organization according to this rule, the consumer cooperative organization shall follow Rule 5A. Rule 5A in operation in the place where the application has not been given or there is no such cooperative organization. According to the application, multi-purpose cooperative organization and in the absence of such organization, other thematic cooperative organization can be chosen.
(5) If the cooperative organization chosen to operate the shop according to this rule does not operate the shop or misuses the financial subsidy provided by the Government of Nepal, the subsidy according to this rule will not be provided to such cooperative organization and itInstead of the cooperative organization, another cooperative organization will be chosen for the operation of the shop according to this regulation.
(6) Within seven days from the date on which the monitoring committee decides to select the cooperative organization selected according to this rule to operate the shop, the information about the selection shall be given in writing.
